Kim Zentz

Chief Executive Officer

Kim Zentz, P.E., is co-founder and chief executive officer of Urbanova, where she oversees every aspect of the organization’s mission, strategy, and portfolio of projects, assets, and services. Her career spans executive, entrepreneurial, and project leadership across utilities, transportation, tech-based economic development, higher education, and clean-tech startup companies. Kim’s leadership positions include CEO of Innovate Washington, CEO of the Spokane Transit Authority, founding president and COO of Avista Labs (now ReliOn/Plug Power) and several executive positions for Avista Utilities. She is also director of urban innovation for Washington State University (WSU) and previously served as director of the engineering and technology management online graduate program for WSU’s College of Engineering and Architecture. Kim has provided leadership in the community on the boards of the University District Development Association, Spokane County United Way, Mobius Science Center, and Greater Spokane Incorporated, among others. She holds a BSCE from the University of Idaho and a Master of Engineering Management from WSU.

Tamara Bradley

Chief Operating Officer

As Urbanova’s chief operating officer, Tamara oversees administrative and operational policies and practices while ensuring that contracted projects are executed according to plan. She is presently on loan to Urbanova from Avista Utilities, where she works as a project manager. Notably, Tamara recently completed a stint as the program manager for Avista’s $165 million digital transformation to Advanced Metering Infrastructure (AMI), a project that included the deployment of 420,000 smart meters across Avista’s Washington service territory. She also served as Avista’s enterprise asset manager. Tamara received her master’s degree in leadership in 2019 from Western Governors University, and holds a bachelor’s degree in criminal justice and political science from Washington State University. She subsequently completed the Women in Leadership Certificate and the Authentic Leadership programs through Gonzaga’s School of Leadership Studies. Tamara is active in the Western Energy Institute’s Business Acumen and Women Leadership Mentoring programs.

Justin Bibb

Chief Strategy Officer

As chief strategy officer, Justin works with public sector officials, business leaders, and community organizations across the country to further Urbanova’s vision and strategy for safer, healthier, and more resilient communities. He has spent his career working in government, corporate development, and strategy consulting, including serving most recently as vice president of corporate strategy at KeyBank (NYSE: KEY) and as head of the global cities practice at Gallup. Justin received his J.D. and M.B.A. from Case Western Reserve University and his B.A. in urban studies from American University. He also holds a general course degree with an emphasis in social policy and economics from the London School of Economics. Justin serves on the boards of Destination Cleveland, Teach for America Ohio, and LAND Studio, Inc.

Justin Whicker

Software Engineer / Project Manager

Justin is a software engineer supporting Urbanova’s technology initiatives. As project manager and lead developer of Urbanova Cloud, he’s working with Urbanova’s partners to support innovative, cross-sector data collaborations to help understand issues our communities are facing – and using data and technology to enable equitable solutions for all residents.
